الملخص

The great development of information technology greatly contributed of emergence of the telemedicine and not only confine the traditional practice of the medical profession .This service does not require the presence of the patient and the doctor in the same place. Through modern means of communication such as the Internet, mobile phone and e-mail Medical information is transferred and exchanged from one place to another for medical consultations, medical diagnosis, remote surgery or remote health services. This service has many advantages such as saving the effort, time and costs to the patient. Therefore, we will study this subject in two section. The first section define What is telemedicine. The second section deals with the position of the Arab legislations to regulate the practice of this service in the Arab countries in general and in Iraq in particular. And the third section deals with provisions of civil responsibility for the Practice of Telemedicine
