الملخص

   The international element of international crimes requires that the perpetrator  of the crime must be leaders or officials of states or armed groups engaged in armed conflict, and that the act must be committed by one or more States or organization or armed group against another State or States or organizations or other armed groups upon a prepared plan or a state policy or in the context of a widespread or systematic attack at the aim to harming the interests of grate concern to the international community protected by international law. International element is the standard used to differentiate between international crime and crime under domestic law, otherwise the crime would subject to the provisions of national law. The existence of this element raises the application of international criminal responsibility of individuals within the scope of international criminal law, but this element requires that the perpetrator is working for the state or armed group or on its behalf, it also requires the presence of individuals responsible for such acts depending on the responsibility of the the states or armed groups to which they belong.
